Susan I believe Ross is referring to Dave's sheets, not our report. Our report only refers to benefit assessment districts and never special districts for the reason Ross stated-legally they are quite different. Yes, Ross??

I agree and since we were very careful in the report to refer to benefit assessment districts, perhaps we need to be consistent. However, I am not sure for the purposes of the public they make that distinction and Dave could verbally clarify. Yes?
