Susan Zimet's contradictory statements about the claimed Police expense savings due to consolidation



Susan says this at the 1/15/2013 Joint Town/Village Board Meeting:



Susan: “And we debated it and we debated it and we debated it. And until we were all in agreement, we didn't move forward. And we did that for every single solitary [expense] line."



But after the supposed $300,000 Police line savings is continually questioned, Susan says this about it at the 2/21/2013 Joint Town/Village Board Meeting:



Susan: "We absolutely fought over the $300,000, myself and Ira. Absolutely rejected using the $300,000. The only reason I accepted it is when Dave Lent basically said that he can accept it and he can explain it and my attitude is that 'Dave, if you can explain it then fine, I will back off and I will shut up and for the purposes of consensus, I'll support  it.'  But I fought it hard. Ira fought it hard.”

The discussion about the Law item line A1420.4 starts back at 7min. The estimated cost for 2011 merged government is at this time at $75,000 and Dave argues that it should be higher, considering that the 2011 Town Actual was $115,484. Ross comments that there will be only one planning board and one zoning board so the need for lawyers will be less, and Sally picks up that reasoning and reiterates that with merger, you don't need two planning board attorneys and two zoning board attorneys. At 24m33sec, Dave responds "Yes, you can say you have just one zoning board and you have one planning board. But let's face it. The activity coming before those two boards will be equivalent to what the boards handle separately today. You're not going to have less developments, you're not going to have less requests for changes on variances and so forth -- even though those boards are combined into one board, that board in itself will have more work to do, so therefore rather than having a meeting once a month or twice a month, they're going to have more meetings than that.

This is not final -- I still have to group Village-only DPW activities into a single line item, and we still need to examine the "2011 If Merged" column to see the impact of headcount reductions on salaries, benefits and associated costs, which were averaging about 40% of salaries.

But it does tend to show the direction of our thinking, with close to $1.4 million shrunk out of actual 2011 expenditures, thus far.

Please call any errors to my attention.  Look forward to seeing everyone on Monday.

Dave,

I have a few questions about the consolidation finance committee reports and upcoming meetings.

1) At which meeting will you cover the overall methodology, e.g. the premise that using previous actuals are appropriate for predicting future savings, the standard (objective and subjective) criteria for identification of items as future savings (e.g will eliminate redundancy, will increase efficiency, will not have negative tax, safety, or service delivery impacts, etc), criteria for identifying that the change truly needs co-terminus consolidation to be implemented; the standard accounting principles utilized, etc. The methodology should clearly document that the science utilized is appropriate and valid for predicting future savings predicated on co-terminus consolidation.

2) When will the findings be organized and presented in an understandable, cohesive way for posting on the website, e.g. ONE document with narrative and tables/charts/graphs explaining the findings (with citations where need be), including an executive summary and methodology section? In my opinion, having five meetings without any supporting documentation available and posted on the web does not serve the community members who cannot come nor have the time to watch the videos. Citizens should not be expected to attend (or watch on video) that many meetings.

3) Will the final (next?) report include financial best practice case studies (and lessons learned) from other NYS municipalities who have successfully proceeded with co-terminus government?

4) Will the final (next?) report take into consideration the impacts identified on page 23 of the Fairweather report, "Impact on Budgets and Taxpayers"?

5) Will the final (next?) report include: impact on declining state and federal aid and grants; ineligibility for grants based on new demographics, land use, etc; scenarios that involve New Paltz not receiving Citizen Empowerment money, now or in the future; impact of transition to a workforce more reliant on part-time workers on productivity and response time; cost of legal fees to convert/combine village/town law, zoning code, etc?

To All;  Since I have not received any objections the next mtg of the Committee will be held at 7:00 PM Tuesday December 18th in Susan Zimet's office.  Attached are the charts I have developed based upon the last meeting and charts dated 12/10.  I had to make some modifications to that data as we had not included the fire taxes raised by the town and paid to the Village. Also since the Town was late making their payment to th e village it looks like the Village got two town payments in the 2011 Village calendar.

Nancy, As I mentioned in my phone message I had an idea this morning as to how to address the impact of consolidating the water and sewer districts.  Since the present cost to the town(outside of payments to Village) is only 5% of village costs and therefore minor impact, if I just change the percentage each area is responsible for and compare to what it is responsible for now and after consolidation and then determine the percentage change I got the info needed.  Have done on the sheet I've attached. I assumed SUNY would continue to pay 150% rate. I assumed there is still outstanding debt on the Water Plant. 
  PLease get back to me as soon as you can. I've also revised the final report and want to get to the committee as soon as possible so they can review and suggest changes.

At last night's meeting we discussed space needs and what space we currently have. Chris is doing the DPW, Community Center, Youth center old PD, Court , and whatever else the Town has. I have attached the 2008 report done when the Town was looking for police space.

Would you be so kind as to tell me and I will forward to the committee what space we have now owned by the Village including your building the Fire department and the rest of Village Hall room by room even if not occupied by a body. I guess its square feet for each room/space.
